Was die Strahlung anbelangt, so sind Vorsichtsmaßnahmen ein Muss. Wenn wir jedoch auf die Reaktion der Sowjetunion auf den Tschernobyl-Zwischenfall zurückblicken, würden wir sie als eine Unterreaktion bezeichnen. Was jedoch die Gesundheit betrifft, so schien die Sowjetunion überreagiert zu haben. Leukämie und Krebs sind häufige Krankheiten, die durch Strahlung ausgelöst werden können, aber die sowjetischen Ärzte gingen noch einen Schritt weiter und schlugen vor, dass alle schwangeren Frauen abtreiben sollten, um ihre Babys zu retten. Man befürchtete, dass die Babys mit gesundheitlichen Problemen zur Welt kommen würden, was die Zukunft der Sowjetunion in Frage stellen würde. Propaganda und das Erscheinungsbild nach außen waren zu dieser Zeit am wichtigsten.
