Resulta sorprendente que, tanto la Unión Soviética como Ucrania, mantuvieran activada la central nuclear de Chernóbil hasta el año 2000. A pesar de la tragedia, el reactor número cuatro quedó cubierto y el trabajo continuó sin interrupciones. Los empleados estaban sujetos a estrictas regulaciones laborales, y su jornada laboral era supervisada no solo por las autoridades soviéticas, sino también por organizaciones internacionales de abogados que velaban por su bienestar.
Aunque no está claro si los abogados especializados en accidentes contemplaban una salida segura, trabajar en ese entorno era una constante amenaza para la vida. Los trabajadores sólo podían trabajar cinco horas diarias durante un mes, después del cual debían tomar 15 días de descanso obligatorio, intentando mitigar los riesgos de la exposición a la radiación.
