El colapso de la Unión Soviética en 1991 tuvo múltiples causas, pero algunos economistas apuntan a la gigantesca cifra de 18 millones de dólares invertidos en la planta nuclear de Chernóbil como un factor clave en su desintegración. Esta suma, que en su momento parecía enorme, hoy se traduce en unos impresionantes 41.000 millones de dólares, si ajustamos la inflación. Mikhail Gorbachev, el líder soviético de la época, explicó que gran parte de este gasto estaba destinada a contener la zona afectada por el desastre.
Previo al inicio de la guerra, Ucrania había dedicado entre el 5% y el 7% de sus recursos a tratar los problemas derivados de Chernóbil, lo que refleja el enorme impacto económico y social del desastre.
