La radiación exige una respuesta rápida y eficaz, pero, al observar la reacción de la Unión Soviética ante Chernobyl, es claro que fue insuficiente. Si bien no se tomaron medidas a la altura de la magnitud del desastre, en términos de salud pública, el exceso de precaución fue igualmente alarmante. Los médicos soviéticos, temiendo las consecuencias de la radiación, recomiendan extremas como el aborto para todas las mujeres embarazadas, convencidos de que los bebés nacidos podrían sufrir graves malformaciones.
La prioridad, en lugar de la salud de la población, parecía ser la imagen del régimen y el control de los daños a largo plazo, olvidando el bienestar real de sus ciudadanos.
