Cuando ocurrió la explosión, los residentes intuyeron que algo estaba mal, pero las autoridades soviéticas tardaron casi 36 horas en reconocer la magnitud del desastre. Durante este tiempo, aseguraron a la población que se trataba de un incidente menor y que la evacuación no era urgente. Se les dijo que regresarían en pocos días, tras tomar las precauciones necesarias. No fue hasta el 28 de abril cuando las autoridades comenzaron a evacuar a las personas dentro de un radio de 10 kilómetros.
A medida que pasaban los días, la zona de evacuación se ampliaba, pero la acción era tardía y caótica. Un retraso tan significativo habría sido terreno fértil para demandas legales, pero en ese contexto nadie se atrevió a cuestionar las decisiones del gobierno.
